Background and Experience

Sam Elliot

Sam Elliot has over 35 years of experience related to educational programs. For the past 30 years, he has focused his efforts on training water and wastewater treatment plant operators as a trainer with the Maine Rural Water Association, working independently for his own consulting firm, and with Camp Dresser and McKee (CDM).

Mr. Elliot received a B.A. in History from Bowdoin College in 1961 and an M.S. in Counseling from the University of Wisconsin (1978). He holds ABC Level I and II Wastewater Operator, ABC Level I and II Water Operator, ABC Level I Distribution Operator, Certified Environmental Trainer, National Environmental Training Association, and Certified Trainer, International Maintenance Institute. Mr. Elliot served as the training task leader for the three year, O&M Certification Training Program conducted by CDM for the Washington, D.C. Water and Sewer Authority's Blue Plains Wastewater Treatment Plant (WASA). Also included were classes for collection system and water distribution operators. His role included the presentation of training classes to prepare operators for their certification exams, extensive involvement in the development of the curriculum and preparation of training materials for individual operators. He has also conducted classes in CDM's Maintenance Training Program at Blue Plains. Prior to joining CDM, Mr. Elliot was a self-employed independent trainer/consultant. He conducted classes for operators for both public and private water and wastewater treatment plants in Maine and Connecticut. Mr. Elliot was responsible for developing contracts, establishing dates for training sessions, preparing appropriate materials, and organizing individual sessions. He also held certification preparatory classes for NEWWA at their central training facility and, through them, for the Boston Water Works. NEWWA trainees included operators from Massachusetts, Rhode Island, New Hampshire, and Maine. He also contracted with Operator Certification Training, Inc., Gladstone, Oregon, to conduct classes for water and wastewater operators in Ohio, California, Nevada, Oregon and Hawaii. He has prepared and edited new materials for OCS. He is a US Army veteran (Intelligence), once holding Top Secret, COSMIC and NATO clearances. He is conversant in German and French.
