Killis Sinkhorn is currently the manager of Winchester Municipal Utilities wastewater treatment plant. He holds a Class III wastewater license and is a former trainer for the Operator Certification Program.

Killis has many years of experience in the wastewater treatment field and was instrumental in the design of Kentucky’s wastewater certification program. During his tenure with the Operator Certification Program, he helped to write state regulations, prepared applicants for certification examinations, provided continuing education training and assisted operators with operational issues and questions thru the Comptrain Grant Program.

Killis is a member of numerous wastewater organizations and has presented hundreds of wastewater training courses.
