Bill Thomas, Ph.D., P.E. is Vice President and General Manager of Killebrew, Inc., a Florida-based construction and engineering firm. Dr. Thomas's experience includes over 15 years of public and private sector work in the design, permitting, construction, and rehabilitation of water, wastewater, reclaimed water collection, treatment, and distribution systems and facilities.

He has authored numerous papers and presentations on these subjects, and served as an adjunct professor at the University of South Florida.
